
Emergency Services
Emergency Services, headed by Deputy Chief Don Wood, is responsible for all emergency response services provided by the department.
The Emergency Services Division operates with approximately 90 sworn firefighters assigned to emergency response duties. These personnel are organized into three shifts that work on a 48-hour rotation, with about 30 members per shift ensuring continuous coverage for the city.
Each shift is led by a battalion chief whose responsibilities include supervision and command of all response companies within their assignment. This command structure ensures effective coordination and leadership during all emergency operations.
Each response company operates under the command of a lieutenant who supervises an engineer and one or more firefighters. Within each company, one of the three personnel is always a certified paramedic, ensuring advanced medical care is available on every emergency response.
The response companies are the personnel responsible for both emergent and non-emergent operations throughout the city.
Emergent responses include:
- Smoke reports
- Alarms
- Ice rescue
- Structure fires
- Vehicle fires
- Medical calls
- Incidents requiring highly-trained and skilled technicians who can provide Advanced Life Support (ALS) while extricating a vehicle accident patient
Non-emergent responses include:
- Installation of smoke alarms in your home
- Assistance calls
- Crew standbys at local events throughout the year
- Building surveys and pre-planning
- Other requested responses and activities
Administrative Division
The Administrative Division, headed by Deputy Chief Rodgers, provides essential support services that enable effective emergency operations throughout the department.
This division is staffed by sworn firefighters who specialize in critical services that form the backbone of the department’s operations. These personnel bring their firefighting expertise and training to specialized roles that directly support the department’s mission of protecting our community.
The Administrative Division includes two key areas:
Community Risk Reduction provides comprehensive fire prevention, code enforcement, public education, and innovative emergency support services. For detailed information about available services, visit our Community Risk Reduction page.
Support Division Support Division The Support Division, led by a Battalion Chief, handles administrative functions, logistics, equipment maintenance, and training operations. This division ensures Emergency Services personnel have the resources, training, and support needed to effectively serve the community.
Included in the Emergency Services Division are Cheyenne Fire Rescue’s “Special Operations Teams.”
Hazardous Materials Response Team
The Hazardous Materials Response Team, currently made up of twenty eight (28) members, responds to all hazardous materials calls within the City limits. The team also acts as Regional Response Team #7 for the State of Wyoming. As Response Team #7, the team responds, on request and activation from State Homeland Security, to assist in hazardous materials calls in Laramie, Platte, and Goshen Counties.
Technical Rescue Team

The Technical Rescue Team, consisting of eighteen (18) members, is activated and responds to calls involving confined-space rescue, high and low-angle rescue, collapse rescue and trench rescue.
Wildland Team

The Wildland team is a growing team of members training to handle local brush and grass fires within the city. The team is also advancing their experience by deploying resources outside of the state when they are able.
Provided Services
Cheyenne Fire Rescue provides an integrated Emergency Response System utilizing firefighters in the delivery of fire and EMS services. Cheyenne Fire Rescue provides both EMT and paramedic emergency medical care to our citizens. Every front line engine company in the City is staffed to the paramedic level 24 hours a day, 7 days a week. As a department we responded to 6,196 medical emergencies in 2024. Our paramedics are committed to providing a rapid response with a high quality EMS service.
Working Together
The EMS Division works closely with Cheyenne Regional Medical Center and Laramie County Community College to explore new methods to improve our EMS system. Continuing education and quality assurance are our top priorities. This Division is staffed by a lieutenant/coordinator and EMS shift trainers.
First Paramedic Engine Companies
Cheyenne Fire Rescue is proud to be the first fire department in the State of Wyoming to provide paramedic engine companies for medical emergencies.


Training Complex
Our state-of-the-art training complex opened in August 2003. This complex is the only one of its kind in Wyoming. The complex consists of a multipurpose classroom / fire station, a six story tower, and a two story burn building. This complex provides Cheyenne Firefighters and surrounding agencies a great opportunity to train and participate in scenarios and evolutions working together.
Certifications
The department participates with other Wyoming Departments to train recruits. These academies consist of 400-500 hours of training for probationary firefighters over a 10-12 week period.
Upon graduation, a new recruit receives Firefighter I and II certifications, as well as Hazmat Operations and Rescue Awareness level certificates. This division is staffed by a battalion chief, a lieutenant, and operational shift trainers.

The Community Risk Reduction division works proactively to prevent emergencies before they happen while providing essential support services to both citizens and emergency operations.
Fire Marshal Services
- Plan reviews for new construction and renovations
- Fire safety inspections for businesses and public buildings
- Fire investigations to determine cause and origin
- Code enforcement using adopted fire codes, standards, and local ordinances
Community Safety Services
- Free smoke detector installation and maintenance
- Home safety assessments
- Fire Stop cannula installation for oxygen users in homes with smokers
- CPR training for individuals and groups
- Fire extinguisher training and education
- Car seat inspections and proper installation guidance
Innovative Technology Our drone program provides aerial support for emergency operations, enhancing incident command effectiveness, assisting in search operations for missing persons, and creating detailed visualizations for pre-incident planning.
Prevention Focus The division continuously seeks new and innovative approaches to prevent emergencies before they occur, making our community safer through education, technology, and proactive safety measures.
