Organizational Structure

Cheyenne Fire Rescue is structured to provide strong leadership, efficient operations, and comprehensive public safety services. The department is led by the Fire Chief and supported by both operational and administrative divisions that work together to ensure emergency readiness, community safety, and organizational excellence.

Executive Leadership

Fire Cheif

Provides overall leadership, strategic direction, and oversight for all department operations, personnel, and services.

Office Manager

Supports the Fire Chief and department leadership through administrative coordination, communication, and operational support.

Emergency Services Division

Led by the Deputy Chief of Emergency Services

The Emergency Services Division oversees all frontline emergency response operations and personnel. This division is responsible for delivering fire suppression, rescue services, and emergency medical response across the city.

Shift Command Structure

Emergency Services operates across three shifts, each consisting of:

Battalion Chief (1 per shift) – Provides overall shift command and incident leadership
Captain (1 per shift) – Supports supervision and company-level coordination
Lieutenants (6 per shift) – Lead individual response companies
Engineers (7 per shift) – Operate apparatus and support tactical operations
Firefighters (14 per shift) – Execute fire, rescue, and EMS response duties

This structured staffing model ensures 24/7 coverage and rapid response capability.

Emergency Responses:

  • Fires (structure, vehicle, and wildland)
  • Medical emergencies (ALS-level care)
  • Rescue operations (vehicle extrication, ice rescue)
  • Alarm activations and hazard response

Non-Emergency Services:

  • Smoke alarm installation
  • Public assistance calls
  • Event standby coverage
  • Pre-incident planning and building surveys

Administrative Services Division

Led by the Deputy Chief of Administrative Services

The Administrative Division, headed by Deputy Chief Rodgers, provides essential support services that enable effective emergency operations throughout the department.

This division is staffed by sworn firefighters who specialize in critical services that form the backbone of the department’s operations. These personnel bring their firefighting expertise and training to specialized roles that directly support the department’s mission of protecting our community.

Support Division

The Support Division, led by a Battalion Chief, handles administrative functions, logistics, equipment maintenance, and training operations. This division ensures Emergency Services personnel have the resources, training, and support needed to effectively serve the community.

Each division within Cheyenne Fire Rescue plays a critical role in delivering a full spectrum of public safety services. Emergency Services provides immediate response, while Administrative Services ensures personnel are trained, equipped, and supported.
